Preheat your oven to 400°F (200°C).
In a large mixing bowl, combine the flour, seasoned salt, cayenne pepper, and black pepper. Toss the chicken wings in the flour mixture until well coated.
Place a wire rack on top of a baking sheet. Arrange the wings on the rack in a single layer.
Bake the wings for 40-45 minutes, flipping halfway through.
In a medium saucepan over low heat, combine the Frank Red Hot Sauce, butter, vinegar, Worcestershire sauce, garlic powder, and cayenne pepper. Stir until melted and combined.
Transfer the baked wings to a large mixing bowl and pour the Buffalo sauce over them. Toss until fully coated.
Serve hot, garnished with extra garlic powder or chopped green onions, alongside celery sticks and dipping sauce.
